Our current policies are constrained and inefficient. Our overburdened systems are the reason why we see our waiting times increase for almost anything.

How long have you waited in your local coffee shop? And that is just coffee, which can be a little bit tolerable if we wait for it more than usual. Imagine if that service is a legal service like immigration or incarceration, well a delay of a year to a couple of years might be fine - but around a decade or more, say about 50 years?
